Social services for people with disabilities in Lviv are at risk due to payment blockages.

Social services for people with disabilities in Lviv are at risk due to payment blockages.

In Lviv, the social services and rehabilitation center "Source" is unable to make critical expenditures due to the blocking of accounts by the Treasury on September 14. This threatens the provision of food for clients, the operation of specialized transport, and the provision of essential services.

From September 14 The Treasury has frozen the accounts of a municipal institution in Lviv – the social services and rehabilitation center "Source" – due to restrictions imposed by the government. The institution, which is funded by the Lviv community budget, is unable to pay critical expenses, including a debt for utilities, food for children and adults with disabilities, and for communication services.

According to the Lviv city council, the funds for these needs are available in the city budget, but their use is blocked by the government. This has led to the stoppage of special vehicles due to a lack of fuel, a threat to the well-being of those under care and the homeless, a risk of communication and utility outages, as well as a risk for individuals living in supported housing.

The center's management has appealed to the Cabinet of Ministers of Ukraine, the Ministry of Finance, the Minister of Social Policy, and the Representative of the Verkhovna Rada for Human Rights, Dmytro Lubinets, for urgent intervention. Earlier, the mayor of Lviv, Andriy Sadovyi, called on the Treasury to unblock 1 billion hryvnias in the city's accounts. Currently, Lviv has almost 2 900 unpaid bills, including 140 million hryvnias – for paying the salaries of public transport drivers and janitors.

The Lviv "Source" center provides over 20 types of social and rehabilitation services. Each month, over 5 thousand people receive support here: children and adults with disabilities, families in difficult life circumstances, elderly people, homeless individuals, and people who have experienced domestic violence. The "Source" contact center is available at 097 400 22 88.
