Lviv region to create training apartments for people with disabilities for the first time

The Department of Social Protection of the Lviv Oblast has begun accepting proposals from the public regarding the first network of educational apartments and houses for people with disabilities in the Lviv region. Residents of residential institutions will learn skills for independent living with the support of specialists. Funding is planned in the regional budget for the 2026 year, and applications are accepted until November 5.

In Lviv region, it is planned for the first time to create a network of training apartments and houses for people with disabilities. This was announced by the Lviv regional state administration on October 7. The Department of Social Protection of the Population of the LОВА is already accepting proposals from local communities – applications can be submitted until November 5.

The plan is for residents of residential facilities to learn skills for independent living with the support of specialists. This is primarily aimed at people from social institutions of the psychoneurological type in Lviv region, who, according to assessments of individual needs, have the potential to transition from institutional care to supported housing. Tatiana Krut, head of the social protection department, explained that such a transition requires additional preparation: in the residential facility, people will learn to manage money, make purchases, use transportation, navigate community services, and understand their rights and responsibilities.

Funding for the creation of student apartments and houses was included in the regional budget for the 2026 year. The funds can be used for the current renovation of premises and surrounding areas, the installation of ramps and elevators, the adaptation of bathrooms, the creation of personal living spaces, as well as for furniture, household appliances, and household goods.

To participate, the community must adopt a decision to create a training apartment or building and prepare a project description with justification, expected outcomes, and implementation timelines. The application should include a cost estimate with funding sources, documents for the municipal property, and information about the staff. The community must also guarantee the use of the subsidy by the end of the budget year, specify the opening date of the housing, and commit to its further maintenance from the local budget or other permitted sources. The proposals will be reviewed by the relevant committee.

Documents can be submitted in paper and electronic format from October 7 to November 5 inclusive, in the year 2026, at the following address: Lviv, Metropolitan Andrey Street, 10, office 411. The submission schedule is from Monday to Thursday from 9:00 to 18:00, and on Friday from 9:00 to 16:45. The contact person is Mykola Nemchuk, phone (032) 255-41-68.
