Lviv region: A case regarding substandard coal for schools has been submitted to court for 2,3 million UAH

In Lviv region, the city mayor, her deputy, the acting head of the education department, and a representative of a private company will be tried in a case involving the purchase of substandard coal for educational institutions. According to the investigation, 11 educational institutions received 214 tons of fuel of lower quality, and the contractor received almost 2,3 million hryvnias in budget funds. The city mayor is also accused of receiving 4 700 hryvnias in improper benefits.

The Lviv regional prosecutor's office has submitted an indictment to the court against the city mayor, her deputy, the acting head of the education department, and a representative of a private company in a case involving the purchase of substandard coal for educational institutions. The amount of almost 2,3 million hryvnias, which, according to the investigation, was unjustly received by the contractor, is at issue.

According to the investigation, in September 2025, the deputy director of a private company reached an agreement with the city mayor and her deputy regarding the acquisition of a contract for the supply of coal to educational institutions. The scheme involved the head of the department of education, who acted as an intermediary: to eliminate competitors, commercial offers were sent only to selected companies, and the tender documentation was prepared in accordance with the requirements previously agreed upon with the relevant supplier.

In October 2025, the city council signed a contract with this company, but the supplier delivered coal of lower quality than specified in the procurement terms, and without documents confirming the fuel's quality. Despite this, the acting head of the education department signed the invoices, on which the city council paid the contractor. A total of 11 educational institutions received 214 tons of substandard coal.

The mayor, her deputy, and the acting head of the Department of Education are accused of abuse of power. The mayor is also accused of receiving improper benefits: according to the investigation, in September 2025 she received 4 700 UAH from a specialist in the financial department, and employees of the city council were supposed to return part of the money to her, which was calculated as a bonus. The representative of the company is accused of acquiring property belonging to others through abuse of power.

The case has been forwarded to the court. According to the Constitution of Ukraine, a person is considered innocent until their guilt is proven in a legal proceeding and established by a court verdict.
