Demolition of a three-story, unconventional building has begun near the entrance to Stryj Park in Lviv.
In June 2026, the Галицький District Court ordered the owners to demolish the building on Паркова Street, 9, at their own expense. They are appealing this decision, and the case is being heard in the Lviv Appeal Court.
The owners of a three-story building on Park Street, 9, in Lviv, have begun its demolition. The building is located near the entrance to Stryisky Park and was built on the site where a retaining wall was planned.
The work began in 2020 year. Serhiy Zbyrko and Olha Zbyrko, who own the villa on Parkova Street, intended to reinforce the wall due to the threat of collapse from the neighboring building on Ulasi Samchuka Street, 6. After a geological survey, the Ministry of Culture approved the construction.
The city council discovered the following year that, instead of constructing a retaining wall, a separate structure was being built without the necessary permits. The city's construction company contacted the prosecutor's office to investigate the legality of the work.
By 2024 year, a three-story building with an area of over 700 m² was constructed here. On one side, it adjoins a historical building, and on the other, it occupies territory within the Stryi Park. The photographs released at the time showed that some of the communication systems, including pipes for water supply, had already been laid on certain floors.
The Ministry of Culture and Information Policy demanded that the work be stopped, but the owners of the building did not comply. The city also turned to the prosecutor's office, the State Environmental Inspection, and the Ministry of Justice. Prosecutors filed a lawsuit for demolition, and in 2025, DIAM issued an order for demolition.
In June 2026, the Halytsky District Court ruled in favor of the prosecution: it overturned the property rights to a non-residential building that had been built without permission and ordered Serhiy Zbyrko and Olha Zbyrko to demolish the three-story building at their own expense.
The owners have filed an appeal against the initial court's decision. The case is currently being reviewed by the Lviv appellate court.
Separately, the Halytsky District Court closed the criminal case against Olha Zbyrko due to the expiration of the statute of limitations. She had been informed of suspicion under Part 4 of Article 197-1 of the Criminal Code regarding unauthorized construction on particularly valuable land and unauthorized occupation of a portion of a municipal park-memorial area, "Stryi Park." This case also involved construction on Park Street.
